I appear to have a recurring wart on my right hand, just below the top knuckle. This the 3rd time it has appeared in the same spot in around 9 months.

I have used over the counter paint, which works eventually. But, why does it coming back.

Warts are caused by a viral infection and getting rid of the visible layer may not be enough on it's own. I suggest you talk to your doctor as there are treatments available that should combat the infection as well as the wart.
 
when I was about 13 I had one on my right hand just below the knuckle like the one you describe. I had to go to the dermatologist to get it "burnt off" using cryotherapy. It never returned and I'm now 37 so think it did the trick !
 
You've given over-the-counter remedies a good try, so now it's time to ask GP - as others have mentioned, cryotherapy (freezing) is probably what will be required. Some GPs can do this themselves, if they have special interest / training in dermatology, plus the appropriate equipment, but otherwise they can refer to dermatologist (skin specialist doctor).
