They do quite a few different pastas, some are lower carb than others. I use edamame bean or black bean pasta which is lower carb than wheat or even pea based pasta.
I don't know about the rice, I know people have tried the Konjac rice but I found it horrible, but some like it.

We have the Konjac rice and I make a sauce. But absolutely no way without a sauce on it!!
 
The easiest and cheapest way to have pasta or rice with only half the carbs is simply to serve yourself half your usual portion. Instantly halves the carbs. You probably want extra protein and veg to compensate. For rice that could be mixing it with grated cauliflower or just more veg on the side.
