Afraid I can't help you with a recipe as I never follow one as such, I just brown off the mince in a frying pan and then remove leaving the fat and juices. Fry the onion garlic and other veggies (chopped peppers/celery/mushrooms/mixed herbs etc) in the meat fat and juices, add the meat back in with 2x tinned chopped tomatoes and a tin of kidney beans a slug of red wine a crumble of Oxo cube a good splodge of tomato puree.... oh and some chillies or chilli powder (nearly forgot... doh!) and then simmer for about 20 mins..... but any chilli recipe should be fine. As @Inca says it is what you have with it which is usually the issue.

I have my chilli with veggies instead of rice or baked potato. Last night it was broccoli and cheese coleslaw. It is also nice with salad and coleslaw too. or you could use Konjac rice which is very low carb (rinse it really thoroughly before heating) or cauilflower rice (ie.grated cauli)
 
I have mine using packet job from colmans or swartz, makes it really easy to make and unlike most packet mixes tastes very good. Have it with cauli rice and as it has such a low effect on me also have two popadoms and a small lager to go with it! Being done tonight in fact, my daughter will have rice but like rebrascora I am going to have mine stuffed in a green pepper with veg tonight as I have been to too many bbqs recently and have skimped on veg!
 
Love chilli con carne, made it for last night's tea, it was jar bought but added beef oxo cube to mince, garlic Worcestershire sauce tin chopped toms before adding diced onions & red peppers, did let it simmer down for while before serving.
